About the Program
Identification documents such as ID cards, Family Cards (KK), and birth certificates are basic requirements for accessing public services and social security. However, in practice, many workers in the waste management sector, including waste pickers, still do not have these documents due to various administrative and structural barriers.
The lack of these documents directly limits access to health care, education, social protection, and government assistance programs.
Through this program, Mahija collects data, provides guidance, and assists with the processing of civil registration documents for waste pickers and recyclers. These efforts serve as a first step toward strengthening their formal recognition and opening up their access to a more inclusive social protection system.
From February through July 2025, Mahija has been mapping and collecting data on identity documents from waste picker communities in the Greater Jakarta area.

Recipient of Civil Registration Documents
Amalian Nurul Qomariah, affectionately known as Ibu Pasaribu, is the mother of two children, Reinhard Pasaribu and Rianti Pasaribu.
For years, Amalian Nurul Qomariah’s children have continued to attend school even though they do not have birth certificates. Without these documents, they do not have a National Student Identification Number (NISN) and are frequently questioned by school officials. Furthermore, because they are not registered on the Family Card, the family also struggles to access health services, forcing them to incur higher costs when their children fall ill.
Through Mahija’s civil registration support program, Mrs. Amalian finally received assistance in processing her children’s documents. The Mahija team assisted with the process from the very beginning, starting with the paperwork at the RT/RW and sub-district levels, and accompanying her during the survey and document collection. After waiting for more than ten years, her two children finally have birth certificates, Child Identity Cards (KIA), and are also registered with BPJS Health.
Now, her children have NISN numbers and can more easily access various educational services and social assistance. For Amalian, having these official documents brings her peace of mind and opens up better opportunities for her children’s future.
For Mrs. Pasaribu, a birth certificate is not just a document, but an essential tool for her children’s future, enabling them to continue their education and have better opportunities in life.
